Founded in 2002 in Hazaribagh, Jharkhand, by Neelam Besra from the Santhal tribe, Jharkhand Mahila Uthan aims to address the underrepresentation of women in local governance. Drawing from her own challenges, Neelam established the organization to capacitate women and adolescents in her community. The organization focuses on skill-building for young people through computer literacy programs and encourages leadership through community sports initiatives.

Additionally, Jharkhand Mahila Uthan works with local communities to ensure the Forest Rights Act is implemented effectively, helping people secure their rights to land and resources. By providing support, education, and advocacy, the organization aims to create positive change and improve the lives of women and youth in the area.
